Billy made his Gloucester 1st debut as a 17 year old back in 2011, and since then has gone on to win the 2013 JP Morgan Premiership Sevens, a 6 nations with England u18, a Junior World Cup with England u20s and the European Challenge Cup with Gloucester. In 2014/15 Billy pushed on and made 20 1st team starts including a man-of-the-match, try scoring performance against Oyonnax in the European Challenge Cup.
Billy continued to make good progress his 2015-16 before his season was ended prematurely with a knee injury, but he bounced back in 2016-17 and 2017/18 seasons as he became the undisputed 1st choice fly-half for Gloucester.
In the summer of 2018 Billy decided to follow the Irish roots of grandfather and signed with Ulster Rugby
