Australian born Billy moved to the UK in 2013 where he was spotted playing for Clifton by Gloucester Rugby, and after a trial with the club signed professional terms.
He made his first team debut as a replacement in the LV= Cup game at home to London Wasps at the beginning of February, and his Aviva Premiership debut against the same club in The Stinger at Twickenham in April. 2015 proved to be a huge year for Billy as he made his mark on the Gloucester 1st team, starting over 25 games, and his form was rewarded with a new contract ahead of the 2015/16 season.
In April of 2016 Billy exercised a break clause in his contract to join Super 18 club Western Force, and fulfil his Super Rugby ambition. In June of the same year Billy was invited to train with the Australian national team ahead of their Autumn tour. With the Force being removed from Super Rugby for the 2018 season Billy agreed a 2 year deal with the Melbourne Rebels, and made his debut for Australia against the Barbarians in October 2017.
